The plotter starts, the symbol of the boat moves and the saved route appears on the screen: three useful signals, but no one proves that the system is ready. The cartography can be incomplete, not updated, limited to the wrong scale or dependent on a single feed. Technical verification must distinguish cartographic data, software, position receiver, display and electric circuit. Only after this separation it is possible to test cover, updates, alarms and continuity. The following checklist is used to control the real configuration, without turning a generic app or pre-installed map into a conformable equipment for simple custom.
1. Identify the navigation belt first
In the current Annex V, official nautical maps of the area and carding instruments are mandatory in columns without limit and within fifty miles. They do not appear in the bands within twelve, six, three and one mile, within three hundred meters or in the internal waters. The first checklist box asks for the maximum distance from the coast reached by the entire route. You do not use your license, the theoretical ability of the boat or the usual route: you consider the navigation really planned. If the program changes, the control must be reopened.
2. Record the installed cartographic product
Note package name, area, edition or version, device on which it is active and associated documentation. Decree no. 274 of 2 July 1999 replaces paper cards with electronic aid systems that use digital cartography in accordance with the contents of the official cartography. The updated table also recalls the ministerial decree published in the Official Journal of 19 August 2002. It is not enough to write “update maps”: you need to be able to recognize what is actually loaded. A license purchased and never activated does not close the verification.
3. Distingui cartography, app and apparatus
The same package can be displayed on different devices; the same display can show different products. For this reason the checklist assigns three autonomous lines: cartographic content, presentation program and hardware. A firmware update does not necessarily update the cards. A subscription renewal does not show that the file was downloaded on the plotter. A working GNSS receiver does not correct an old cover. Separation makes the weak point visible and prevents you from accepting a generic screen without version information as evidence.

4. Check the cover without relying on the name
Physically open the starting area, route, possible deviations, alternative landings and destination. Trade names in a region can hide limits, missing cells or different detail levels. Scroll the coastline and check that the package does not end at a critical point. The cover must include the necessary space to change course for weather, traffic or avary. If the device requires prior download, run it before losing the network. Availability in the online catalog does not mean offline availability on board.
5. Check each scale required by the route
The general view serves to guide the path, but does not replace a coastal map or a harbour plan. Enlarge critical points and see if the system passes to appropriate scale data or simply expands the same information. Over-enlargement produces large symbols without creating new reliefs. Record which cards or cells cover crossing, coast, accesses and port. For each phase change you define a work scale and a control view. Only one screen left at the same level is not a technical procedure.
6. Update verification available, downloaded and active
It's three different states. The service can announce an update, the device can download and the software can still use a previous version until it is installed or restarted. The checklist records the date of the last check, the date of the package and confirms the main device. For paper cards you keep an orderly track of the corrections applied. The notices to the Naviganti communicate variations that can concern dangers, signallings and harbour order. Cardographic maintenance cannot be postponed at the time when a symbol appears different from the real panorama.

7. Check location, datum and sensors separately
The symbol of the boat depends on the receiver and settings, not on the intrinsic quality of the card. GNSS status, antenna, any bow sensors and parameters declared by the apparatus. An apparently stable point does not exclude configuration errors. If the location is distributed through a network on board, it identifies which interruption makes it unavailable to all displays. The comparison with observable references should be done with prudence and without improvised deductions: currents, wind, datum and accuracy of the data have different effects. Anomaly should be noted before intervention.
8. Set depth and margins with a written policy
Fishing, trim, wave motion and uncertainty determine the margin, not a value copied from another unit. Check measurement units, security contour, shading and low water alarm. Make sure the system shows what you think you have set. Too low value hides the risk; too conservative one can fill the screen with unnecessary warnings. The checklist retains the criterion, so a technician or another commander can understand why that threshold was chosen. After load or configuration changes, the line is re-examined.
9. Examine segment route by segment
Do not approve an automatically generated line in block. Open every section, every point of approach and every passage near a danger. Check depth, obstacles, regulated areas, signalling, maneuver space and possible landings. Check that the waypoints have not been moved during a zoom or change. The autorouting function can help prepare, but does not replace the exam. Save a recognizable revision only after checking and prevent an old route with the same name from being chosen by mistake.

10. Test the alarms, do not just enable them
Off course, arrival, depth, loss of location and power require a controlled test. Check sound, visibility, volume and behavior when the display is in night mode. If multiple devices repeat the same notice, make sure the crew can identify the cause. A silenced alarm during a manoeuvre can remain disabled for the next route. The checklist records status and proof, not only the presence of the function in the manual. Avoid simulations that can control autopilots or other systems without a safe and competent environment.
11. Power, protection and dependencies Map
Follow the circuit from the display panel, receiver, data network and map memory. It identifies fuses, switches, connectors and common points. Two screens connected to the same branch do not constitute a complete redundancy. An independent tablet also loses value if the cards require the network during the start. It records declared autonomy and status of alternative batteries, avoiding to estimate unmeasured performance. After electrical interventions the test is repeated. The goal is not to create a complex plank, but to know exactly what fault turns out which functions.
12. Check carding tools
The discipline lists the carding tools on an autonomous line next to the cards, in the limitless bands and within fifty miles. Paper support controls integrity, format compatibility, accessibility and usage space. The electronic system checks the measuring functions and the operator’s ability to use them correctly. Distance and detection must be achieved repeatably. A hidden function in a menu is not operational if no one can call it back. The test is performed before departure and repeated by at least one second person.

13. Use a repeatable test table

Any outcome must be observable. “It seems updated” is not a proof; version and date are. “There is a second display” does not demonstrate independence; the scheme and the controlled shutdown test clarify dependence. The table can be short, provided it is signed, dated and reopened when changing area, software, apparatus or wiring.
14. Prepare a truly independent backup
Define the fault scenario: loss of display, receiver, data network or main power. The alternative system must be usable in that scenario. If it is electronic, check offline cartography, charge, protection, compliance and credentials. If it is paper, check area, scale, corrections, tools and lighting. Do not consider sufficient a device that depends on the same antenna or the same circuit. Redundancy does not necessarily require expensive duplication, but requires reasoned separation and a procedure that the crew has really tried.
15. Run a test of failure in port
Under controlled conditions, make the main apparatus indisputable through a safe procedure, without removing protections or interrupting critical systems. Ask a second operator to recover backup, locate location, open the correct card and read the next section. Time to pass and note problems: download battery, password, absent file, unattainable card, insufficient lighting. Restore everything and verify that alarms and configurations are back normal. The test should be repeated after refit, important updates or crew changes.

16. Keep an essential registry
The log shows data, operator, area, version, installed updates, test result and open anomalies. It should not contain unnecessary data; it must allow to reconstruct the state of the system. It also preserves the essential diagram of the feeds, instructions for the passage to the backup and identification of the paper eventually boarded. A photograph can document a screen, but does not replace reading system information. The log follows the boat and is handed over to those who take the command, so the configuration does not remain in the memory of one person.
17. Check ergonomics and night mode
Check legibility from the place of government, reflections, condensation, sprays, dimmer and access to commands. Night mode must reduce glare without hiding details or alarms. On paper prepares adequate light and a protected surface. Check that the alternative support can be used with moving boat without blocking commands or steps. If the dash is modified, repeat the test with curtains, doors and seats in normal positions. The physical position is part of the system, not an aesthetic detail.

18. Close the checklist before leaving the moorings
Confirm navigation band, identified product, complete coverage, appropriate scales, active update, available GNSS, motivated thresholds, verified route, proven alarms, present tools and independent backup. Open early departure, critical points, alternative port and arrival. Check that at least two people can change scale, measure, recognize a loss of location and move to the alternative system. If an uncertain box remains, do not declare the plotter ready. A working screen can only be the last part of an untested chain.

After the exit, it records differences, unexpected alarms and difficulties of use. Do not randomly correct a discrepancy between screen and observation: collect location, conditions and settings, then analyze the problem by method. Electronic cartography is powerful when data, equipment, power supply and operators are verified as a single system. The checklist transforms this integration from impression to repeatable process and reduces the risk that a seemingly modern configuration fails when it really serves.
