“It’s a parent, so you don’t need documents” is the phrase that makes any control fragile. It is true that the unregistered parent has no navigation license or safety certificate, but they remain to be checked engine, driver, insurance, radio, marking, distance and employment. The institutional question about documentation in the Italian territorial waters is accompanied by a response dedicated above all to EC categories, flag and international navigation; therefore it does not offer a complete checklist and also reflects a previous formulation of the distance limit. The useful procedure starts from the real configuration and builds an essential envelope, without asking for documents of the vessels registered and without forgetting those activated from the course.
Casella one: confirm the regime of the parent
Before touching the folder, the unit is identified. Waterborne and motorcycle are excluded from the registration in the Central Telematic Archive, the navigation license and the security certificate. If the vessel was voluntarily registered, it takes the boat’s regime and this checklist is no longer enough. Length of hull, identification, CE marking, registration status and private or commercial use are noted. The informal name given to the boat does not count. A unit called a “boat” in the conversation can be legally a parent, while a former native member requires the registered unit file.
Casella two: eliminate false mandatory documents
For an unregistered parent, they do not invent a navigation license or a safety certificate. Purchase receipt, invoice, contract, photographs of the tag and manual are useful in the owner file, but do not automatically become equivalent to the boat’s documents. The checklist distinguishes three columns: mandatory on board, useful on board, stored on the ground. This classification must be motivated for each card. The correct absence of a document is not a gap; the absence of the power statement or the necessary license, instead, is. Write the reason next to the box reduces errors while switching between owner and driver.

Box three: match the power statement to the engine
The power statement is issued for the single engine and is part of the onboard documents. They compare manufacturer, model, freshman, power and displacement with the installed propeller. If the engine has been replaced, the old declaration does not close control. Auxiliary and tender are also available: each present propulsor must be noted in the technical and insurance file according to his own regime. The document is protected by water and flanked by a digital copy for recovery. A commercial card or a photograph of the calandra do not replace the document issued by the intended subject.
Box four: calculate the licence obligation on the route
The nautical licence must be checked according to the actual navigation. Over six miles is mandatory regardless of the engine. Within six miles there is power and displacement compared to the current thresholds. Water and ski motorcycles require a specific examination of the obligation. The checklist records maximum planned distance, engine, license category, expiry and any prescriptions. If the plan changes during the day, also the requirement can change. It is not enough that “on board someone has a driver’s license”: it must be clear who assumes the command and with what ability, responsibility and continuity.

Box five: distinguish driver’s license and identity document
When the driver's license is not required, the specific legislation of the port does not generally impose the identification document to the driver and passengers. Bringing it remains a reasonable precaution, because authorities can have to identify people according to the general rules. The checklist then marks it as recommended, not as a replacement license. In the presence of minors, foreign citizens, expatriation, lease or particular relations with unity, a dedicated control opens. A valid document accelerates identification, but does not demonstrate nautical competence, insurance coverage or right to overcome a certain distance from the coast.
Casella six: verify unit and drive insurance
The policy should describe the actual configuration. Header, validity period, identification, ceilings and inclusion of the engines present. Removable motors are considered independently of the power: a small outboard is not ignored because rarely used. For dinghy and auxiliary you ask explicit confirmation of the cover. The certificate is kept among the accessible documents; it does not confuse the failure of the mark with the absence of the insurance proof. After sale, engine replacement or change of use, reopen the practice with the intermediary and expect a consistent confirmation before sailing.

Casella seven: classify CE
For the parent with CE marking, the owner's tag, identification and manual are read. The design category indicates wind and wave conditions, not an authorized distance. The current discipline allows navigation within the limits of the category and however no more than twelve miles from the coast. The manual contains information for safe use, maintenance and risk management and must refer to the correct configuration. In the checklist it is a technical document to be preserved and consulted, without turning it into the navigation license that the unwritten parent does not possess. Important changes require consistency control of the entire file.
Casella eight: classify the non-EC parent
The CE manual box does not apply for the non-marking parent. Within twelve miles it can only navigate under the conditions provided: if approved without limit or recognized suitable, during navigation a copy of the certificate of approval must be kept on board with declaration of conformity or certificate of fitness. References, completeness, readability and correspondence with the unit occur. If the document is missing, suitability is not presumed on the basis of age, apparent robustness or model reputation. The route is reduced or postponed until the file is rebuilt.

Casella nine: correct the limit of twelve miles
The answer to the institutional question states that the limits for EC units depend on weather conditions and not on distance. This formulation no longer coincides with the article in force for EC vessels, which adds the maximum limit of twelve miles. The checklist therefore contains two limits: the technical one of the category and the administrative one of the distance; it governs the most restrictive. Specific document conditions apply to non-EC. The weather can impose an early return, but not extend the maximum legal. The distance is measured from the coast with adequate cartography, maintaining an operating margin.
Box ten: open the VHF file over six miles
When the route exceeds six miles, the unit up to twenty-four meters must be equipped at least VHF, even portable. The verification includes apparatus, operating licence and limited operator certificate according to the applicable regime. Identification number, name and holder must be consistent. Power control, antenna, rescue call, channels and accessibility. An apparatus closed in the package does not satisfy the operating objective, while a operator capable but without the expected file leaves the document open. If the route remains within six miles and the VHF is installed, however, the obligations connected to the actual apparatus occur.

Casella eleven: hold separate equipment and cards
The document envelope does not replace the verification of the equipment. For jackets, rafts, signals, fire extinguishers and other equipment you control quantity, expiration, placement and compatibility with people and distance. References, validity and form are checked for cards. The two lists are flanked, not merged. An invoice does not prove the efficiency of a signal; a photo of the raft does not prove the revision; a valid license does not make the equipment sufficient. Before departure both columns must be green. If the number of persons or distance changes, the allocation column is recalculated even if the document file remains unchanged.
Box twelve: add documents for foreign waters
Navigation in the territorial waters of another State activates a further dossier. Italian owners of natives can attest possession, nationality and technical data with the declaration of construction or import accompanied by the authenticated substitution; this documentation must be kept on board during navigation in foreign waters. It is not an improvised flag and does not remove the limit of the twelve miles. The checklist adds coastal state rules, valid insurance, compatible route and personal documents necessary. If the traverse requires exit from the perimeter allowed to the parent, the foreign file does not solve incompatibility.

Casella thirteen: acknowledgment and commercial use
A commercially licensed or used parent is not controlled by the private owner's only list. Contracts, subjects, areas, activities and orders applicable. When the landlord does not have to own the driver's license and is not the owner, the landlord must illustrate and provide in writing the essential instructions for the command according to the scheme. Rental, school, diving and other uses may require additional titles, covers, statements and equipment. The checklist therefore contains a blocking question: is there a consideration or use different from the private port? If yes, the file is expanded before delivery.
Casella fourteen: check order and local areas
Italian waters are not a single space without local rules. Ports, beaches, launch corridors, protected marine areas, water bikes and special activities can be governed by ordinances. These rules can impose distances, speeds, times, routes and equipment without changing the nature of the parent. The checklist noted competent authority, area, version consulted and applicable constraints. You do not print every national order: you select those related to the route. A formally perfect file does not authorize entry into a prohibited area. Cartography and documents are checked together, because a local limitation can change the route before even the departure.

Casella fifteen: realline the documents after each change
Replacement of the engine, addition of an auxiliary, new radio, structural transformation or change of use require a revision. They compare real configuration, power statements, policy, manual, tag, homologation and equipment. The date of the change is recorded and the checklist does not close until all references coincide. Keeping old documents can be worse than not having them, because it creates a false feeling of regularity. For relevant interventions a technical evaluation is required and the necessary certifications are acquired. No data is reconstructed by memory or copied by a similar model seen online.
Casella sixteen: preparing a really usable case
Documents are ordered in a waterproof case with index: drive, motor, driver, insurance, radio and special modules. A digitized digital copy remains available for recovery, but it is not presumed to replace the original when required. The commander receives a short delivery and knows where to find each card. The deadlines are marked in advance. On board you do not carry the entire administrative archive of the owner: you bring the necessary set to the configuration and to the course, while on the ground remain contracts, invoices and useful historical. The performance comes from the order, not from the amount of sheets.
Casella 17: Perform Dry Control
Before leaving with the boat, a person other than who prepared the envelope performs a dry check. Motor registration, expiry of licence and policy, EC category or non-EC documents, maximum distance, radio and declared use. Then verify that images and copies are readable. Each answer must be given in less than a minute without looking in the phone messages. If a box remains “to check”, the departure is postponed or the reduced route. Dry control intercepts above all inconsistencies: correct document, but reported to the wrong engine or commander.
The final checklist to be checked before the mooring
Regime of the confirmed parent. License and security certificate not required because the unit is not registered. Declaration of consistent power. Appropriate licence when required. Personal document available for caution. Insurance cover valid for units and engines. EC Paper or incorrect EC documents. Maximum limit of twelve respected miles. Protected custody and passage to the commander completed. Only with all coherent boxes the parent is ready to control and, above all, to navigation.
