The ship that saves people on a commercial journey and the one that leaves with a planned SAR mission share the obligation to protect human life, but not the same operating profile. The first tackles an exceptional deviation caused by an emergency. The second must be able to demonstrate that configuration, certificates, staff and procedures are consistent with a planned and repeated activity. Treating them as equivalents means confuse the rescue duty with the necessary preparation to make it a stable service.

This checklist does not decide the conformity of a specific ship and does not invent a universal SAR certificate. Order the applications to be addressed to the shipowner, the State of flag and authorized bodies. Type of ship, dimensions, travel and framework applicable determine which documents serve. The common criterion is the correspondence between real and approved assets.

1. Define the service before listing the certificates

Describe mission, area, duration, frequency, search mode, means of recovery and operational number of people who may be welcomed. If the activity is planned and recurring, declare it without presenting it as an occasional deviation.

The document must distinguish objective capacity and limits. Do not use indefinite formulas such as “all necessary people”: stability, spaces, means and staff require measurable scenarios.

2. Identifies State of flag and authorized bodies

Registers competent administration, any recognized organization, contacts and responsibilities. Check who performed the visits and who can approve changes. Certificates are issued under the flag state and cannot be replaced by a self-assessment of the operator.

3. Build the matrix of applicable conventions

6. Check stability for each phase of the mission

Currency departure, fuel consumption, launch of the means, concentrated recovery on one side, wet people, movements and navigation to the port. The final figure is not enough: the most critical phase can occur during boarding.

Define access and distribution points. The crew must know signals that require slowing down or suspending the transfer. A free bridge is not automatically equivalent to safe capacity.

7. Try recovery means in real configuration

Check boats, ramps, stairs, peaks, lighting, protections and communications. Rehearsals must consider people without force and multiple recoveries. Record times, failures and limits without turning the exercise into a promotional demonstration.

Check maintenance and availability of spare parts. A declared but not launchable medium under the expected conditions makes operating capacity incomplete.

8. Assign roles without impossible overlaps

List commander, guard, communications, media conduct, recovery, health care, registration and management of people. Make sure that one person is not indispensable at the same time in two places.

See replacements and rest. A long mission cannot depend on the continuous availability of a few specialists. The minimum composition to navigate does not necessarily coincide with the proper composition at the service.

9. Training and familiarization verification

Each member must know alarms, paths, collection points and personal task. Those who enter on board shortly before departure receive a documented familiarization. The formal qualifications must be integrated with specific tests on the apparatuses present.

10. Protect escape routes and critical devices

It signals areas that can be used by recovered persons and passages that must remain free. Prevent access to machinery, paintings, rudders and dangerous equipment without creating barriers that impede evacuation.

Try the movement of the crew with the expected crowding scenario. If a valve, a sleeve or an output becomes unreachable, the arrangement is correct.

11. Dimension water, hygiene and health management

Calculate autonomy, water, protection from cold or heat, services, sanitary materials and separation of cases requiring assistance. Define who evaluates and who communicates with medical coordination.

The living and working conditions of the crew do not disappear during the rescue. Rest, nutrition and hygiene support the ability to maintain safe navigation.

12. Control waste and pollution prevention

Prepare containers, routes and registrations for waste and sanitary materials. Checking capacity for collection and bestowal. The increase of persons does not permit practices incompatible with the ship’s environmental documents.

Note any exceptional event and decisions taken. A real need must remain tracked and not become ordinary procedure.

13. Try communication with SAR coordination

Check devices, reserve power, message formats and time recording. The commander must communicate capacity and limits without deleting the technical responsibility of the ship.

Make a switch between shifts: position, people, conditions, tasks and open requests. Information dispersed between personal telephones is not a reliable system.

14. Manage the place of safety as part of the cycle

Request promptly the indications provided and keep the coordination updated. Plan route, autonomy, assistance and conditions of people during transfer. Do not introduce deviations incompatible with the instructions without representing the need.

The landing ends the presence of people on the ship, but does not close technical obligations. Restoration, recording, fault reporting and crew verification remain.

15. Open an audit after every mission

Collect data on recoveries, crowding, consumption, accidents, almost accidents, breakdowns and working hours. Compare the real scenario with the approved one. If a limit has been exceeded, do not normalize it because the outcome has been positive.

Assign corrective actions, deadlines and responsibilities. Changes affecting the certification framework must return to the State of flag or authorized subject before becoming permanent.

16. Distinguishing emergency and habitual service

The ship occasionally called to the rescue responds to an unpredictable event and must do as reasonably possible without serious risk. The ship that carries out SAR in a systematic way can prepare in advance means, people, procedures and capacities: for this reason the verification is wider.

The distinction does not reduce the duty to save and does not judge the identity of the operator. It prevents the exception from becoming the permanent safety model.

17. Measure fatigue before it becomes a human failure

It records hours of work, actual rest, interruptions and extraordinary tasks. The formally free shift does not apply as recovery if the person remains callable for communications, assistance or maneuvers. Before extending the mission, check who can cover any critical function in the following hours and who can replace it.

Define internal thresholds for replacement and a channel with which the crew can report fatigue without ambiguity. The fatigue alters attention, coordination and judgement: in a repeated service it is a predictable risk, so it must enter the planning, the passage of deliveries and the subsequent review.

18. Separate technical limits from humanitarian decisions

Note the capacity, margins and conditions of the ship with a measurable language. The duty to provide assistance does not transform hull, plants or crew into unlimited resources. Communicating a technical limit serves coordination to organize reinforcements and transfers, not to deny emergency relief.

Avoid generic formulas such as “full ship” or “hard situation”. Indicates what functions are likely to deteriorate, what temporary measures are possible and how long. The commander retains responsibility for immediate security and updates the picture when changing the sea, people, autonomy or availability of the apparatuses.

19. Check temporary changes and mobile materials

Blinds, light bulkheads, containers, cylinders, generators and sanitary materials can change passages, loads, ventilation and fire risk. Insert them into pre-starting control with position, fixing, responsible and operating condition. What is mounted on each mission is no longer an occasional detail.

If a temporary solution becomes recurring, open a formal assessment. Check compatibility with approved plans, plants and certificates, involving State of flag or authorized body when necessary. A good operational idea does not authorize a stable change on its own, although it worked previously.

20. Keep a decision history

For each deviation it records moment, information available, decision, responsible and communications made. The history must distinguish order of coordination, evaluation of the commander, technical problem and corrective action. This avoids reconstructions based only on memory after a complex mission.

It is not necessary to accumulate data without criterion: it is necessary to be able to demonstrate why the ship has departed, as it has managed the limits, which thresholds has applied and when it is returned ready.

21. Close the checklist with a documented decision

The departure requires a net result: conforms to the stated profile, conforms with explicit limitations, or not ready. No box must be closed with “it’s always done so”.

The commander receives a ship really consistent with the certificates and knows the operating limits; the shipowner retains evidence of visits, maintenance and training; the changes are approved by the competent subjects. Only this chain distinguishes a service planned by a succession of emergencies managed without a stable system.
