After recovering people at sea, the most delicate phase can be just begun. The “place of safety” is the place where their lives and safety are no longer threatened, fundamental needs can be met and the next transfer can be arranged. It is not a destination chosen automatically on the criterion of the nearest port. A checklist, updated data and a continuous contact with the coordinator.
1. After recovery, stop the disorder
The commander immediately assigns four functions: guidance, communications, people control and technical surveillance. On reduced crews a person can cover more tasks, but priorities remain explicit. Conversations and non-essential activities stop.
Passage routes, commands, downloads and access to rescue vehicles are free. People are settled without concentrating on one side and without occupying technical passports. Every collective movement is controlled.
2. Count people and separate numbers
The board distinguishes original crew, original passengers and recovered persons. The total is physically verified by two operators when possible. You do not use a received estimate before recovery as a definitive count.
After each transfer or delivery the number changes and is annotated with the hour. If a person is missing or the count does not coincide, the center immediately receives the information. No name is invented to fill a box.
3. Check immediate dangers
Stability, fire, water boarding, propulsion, government, traffic and weather have precedence. The commander observes free edge and trim after the new cargo. Downloads remain free and mobile items are secured.
If a condition gets worse, the update does not wait for the scheduled shift. The fact is communicated, the position with now and the action taken. The assistant boat must not become a second emergency.

5. Describe conditions, not diagnosis
State of consciousness, apparent breathing, visible wounds, cold, declared pain and variations are communicable elements. The crew does not formulate diagnosis if it has no competence. Apply only possessed training and information received.
Each person with obvious need is identified in the card with a simple and respectful reference. Sensitive details are not disclosed to foreign subjects. A change is noted with the time and transmitted.
6. Check what the boat can support
Fuel, water, batteries, shelter, services, seats and means of rescue are finite resources. It measures what is available and separates the real data from the estimate. The nominal number of persons allowed remains a document limit, not a value to be rewritten during the emergency.
If autonomy or stability do not allow a proposed navigation, the commander explains the limit and alternative capacity. The communication must arrive soon, before a reduced margin becomes impossible.
7. Do not choose the nearest port alone
Closeness does not show that a place can guarantee protection, assistance and continuity of delivery. Bases, access, weather conditions, services and transfer possibilities can change the result. The commander doesn't use a generic search as a clearance.
It maintains contact with the coordinator center, reports limits and follows the confirmed instructions. The boat charter serves to conduct the boat safely; the destination of the rescue was born from a wider coordination.
8. Keep a single information channel
An operator transmits and another, if available, notes. Location, number of people and conditions are not entrusted to parallel conversations. If the operator changes, the pass includes the last instruction and the next expiry.
The phone does not automatically replace the radio and the radio does not cancel any other information received. Each change of apparatus or channel is confirmed. Family communications await when they take necessary attention.
9. Record Center and Education
The register now contains, interlocutor, channel, message received, response and action. A destination is considered confirmed only when it is clearly communicated. Indications reported by third parties are marked as such.
If a new center intervenes, we repeat identification, location, people, conditions and residual capacity. The passage is not given by a supposition. Until it is confirmed, the existing contact remains active.
10. Protect from cold and sea
People are removed from sprays, winds and dangerous surfaces according to the possibilities of unity. The expected thermal protections are used correctly and supervised. No substances or drugs are distributed without competence and indication.
The accommodation must allow observation and access. A closed point is not useful if it becomes unreachable or interferes with ventilation and installations. We periodically check conditions and fixes.
11. Distribute the load by method
The technical manager indicates where to sit and when to move. Transfers take place in small groups. The concentration at the bow, stern or on a wall is avoided, especially during turns and approaches.
Asset and free edge are observed after each change. If water, roll or rudder response worsen, the commander reduces stress and updates the center. Speed is not chosen to recover time at the expense of control.
12. Organize water and services without waste
The usable quantity is verified, not deducted from the nominal capacity. Distribution, hygiene and surveillance of stocks are established. Urgent needs have priority, while non-essential consumption is suspended.
Toilets and drains must remain functional and accessible. If the boat cannot support the number of people for the expected time, the data becomes part of the operational update. You do not expect exhaustion.
13. Prepare transfer only when confirmed
Transhipment and landing require controlled relative motion, lighting, outlet points, suitable scale and people capable of assisting. The commander assesses wind, wave and risk of crushing. A maneuver can be suspended if conditions change.
The most vulnerable people are not moved according to an improvised sequence. You follow the instructions received and you communicate every impediment. Peaks and parabords are prepared without blocking ways or means of rescue.
14. Confirm delivery
Eventually people count again. The register reports number delivered, now, interlocutor and place. Any objects or information entrusted are indicated without spreading unnecessary data.
The commander checks that no one stays in cabins, accessible gavones or unguarded areas. Only after confirmation controls stability, equipment and authorization to resume navigation. The final rush should not cancel the count.
15. Avoid five recurring errors
The most dangerous errors are: declare the rescue ended at the time of recovery, choose a destination only because nearby, lose the count, hide the limits of the boat and leave the channel without listening. The checklist makes them visible.
A sixth mistake is to turn a hypothesis into an order. If an information is not confirmed, it is indicated as a provisional. The crew does not discuss institutional decisions with people while it has to govern the unit.
16. Manage fatigue and shifts
A long operation reduces concentration and precision. Timoniere and communicator state their condition. The change takes place with summary of course, people, risks, contact center and open education.
Those who rest do not take technical steps or positions. Feeding and hydration of the crew are managed without subtracting urgent resources. If the ability to lead decreases, the center must know it.
17. Restore configuration after the event
After delivery, you control means of rescue, protections, batteries, radio, peaks, parabords, water and materials used. A wet or unloaded device does not automatically return available. The anomalies are isolated and entrusted to competent personnel.
The register keeps facts and times without speculative reconstructions. The boat only departs if configuration and residual people allow safe navigation. Every shortcoming updates the checklist for the next exit.
18. Exercises without generating false alarms
The crew can simulate a steady boat count, load distribution, card compilation and operator change. It does not use emergency channels and does not transmit calls that can be exchanged for real.
The test ends with the restoration of materials. Times and errors are measured, not the theatricality of the scenario. A short but repeated exercise makes more reliable words and movements under pressure.
19. Quick checklist to hold in dashboard
Count, stabilize, observe, communicate, record and confirm: this is the essential sequence. Every voice has a manager and a time. The sheet can also be read without power or connection.
The checklist does not replace the command and does not decide the safe place. It serves to maintain the governmental boat and the coherent information framework while the competent authority organizes the conclusion of the rescue.
20. Prepare a complete delivery pass
When another unit or structure materially assumes people, the board referent prepares a short summary. Includes updated counting, observed health facts, materials already used, items possibly entrusted and changes occurred during navigation. The unnecessary data is excluded and personal information remains protected.
The recipient repeats the number received and confirms the delivery. If a person is transferred separately, the register maintains the initial total, the one already delivered and the one still on board. This simple accounting prevents a complex passage from producing an unlocalized person or double reporting.
The boat keeps a copy of the essential history. It does not change the hours to make them more sorted and does not add interpretations that were not available during the event. Corrections are recognizable and motivated.
21. Reevaluate the course after every change
The agreed path is checked when changing wind, sea, visibility, stability, fuel or people's conditions. An initially sustainable route can no longer be. The commander updates the center before deviating, except for the immediate manoeuvre necessary to avoid a danger, which is communicated as soon as possible.
The verification includes seabeds, traffic, speed compatible with comfort and access to the destination. There are no spread or reconstructed routes related to foreign events: the card covers only the current navigation of the unit and the safety of people actually on board.
Each change receives a time and a concrete reason. The continuity of the register allows the new timoniere to understand why the route has changed without reopening a discussion while the boat has to remain governmental.
22. The final rule
The nearest port can be a possibility, not an automatic response. The safe place requires continuous protection, satisfied fundamental needs and next organizational transfer. The commander offers data and declares limits; does not invent the destination.
A confirmed delivery closes the path started with recovery. Until that time they count stability, counting, listening and crew discipline. These are the controls that avoid losing minutes and security.
